Rinse the basmati rice under cold water until the water runs clear. Soak the rice in water for 15 minutes, then drain.
Heat oil in a large pot over medium heat. Add cumin seeds and let them sizzle for a few seconds.
Add sliced onions and sauté until golden brown.
Add ginger-garlic paste and sauté for another minute.
Add chopped mixed vegetables and cook for 5 minutes.
Add turmeric powder, garam masala, and salt. Mix well.
Add the soaked and drained rice. Stir gently to combine.
Add water and bring to a boil. Reduce heat to low, cover, and simmer for 20 minutes or until the rice is cooked and water is absorbed.
Turn off the heat and let the rice sit, covered, for 5 minutes. Fluff with a fork.
Garnish with chopped cilantro and serve hot.
